The main source of issues in many rewind shops is the effort to "invent" an easier, their own way of making a winding, neglecting the genuine data and the winding pattern from the manufacturer. Unfortunately, their knowledge is not sufficient for such a redesign, usually.
In addition, their "testing" of the motor is limited to check whether the motor is running or not. Very often such changes are not harmless and can lead to worsening the motor capabilities. Here is an example of 4/2 pole winding that will be "redesigned" in order to be done easier, without any analysis of what will be the outcome.
However, there is someone who will benefit from this practice.
This kind of practice helps the customer to solve the dilemma REWIND or REPLACE choosing REPLACE option.
